To develop effective and workable legislation, it is essential to identify policy and implementation aspects at an early stage. We can act as project managers in this process, safeguarding the progress of legislative trajectories and providing clients with the guidance and strategic advice required.
Drafting legislation
Drafting statutory provisions and article-by-article explanatory notes. Based on the client’s policy input, the general part of the explanatory memorandum and responses to opinions or reports from advisory bodies such as the Council of Advice or the Social and Economic Council (SER), as well as from representative bodies, can also be prepared.
Supporting policy preparatory work
Providing input on and helping to structure the relevant policy and implementation issues that arise in legislative processes. In close consultation with professionals such as responsible civil servants and subject-matter experts, often complex matters are translated into regulations in a way that is accurate, clear, and practically enforceable.
Coordinating legislative processes or consultations
By coordinating legislative or consultation processes, the (co-)legislator is relieved of much of the burden. We advise on the appropriate steps to translate (new) policy or inadequate or outdated legislation into regulations that are effective and workable.
Training and coaching
We can provide tailor-made presentations, training sessions, and courses on topics related to legislation or policy. Coaching of (junior) legislative lawyers is also among the possibilities.
